Alexander Doroshenko: Conductor of the "Russian World" Ideology in Kazakhstan Featured

Aleksandr Viktorovich Doroshenko, born in 1987, a citizen of the Russian Federation, lives and carries out his activities in Kazakhstan, where he has a residence permit. According to available information, he is associated with Russian special services and promotes the interests of the Russian Federation outside its territory - in particular, the ideology of the so-called "Russian world".

Ideological work under the guise of professional development

Using his positions in the business environment and educational initiatives, Doroshenko systematically attempts to influence regional social processes. The main emphasis is on promoting the Russian mentality, narratives and ideological models under the guise of developing a creative economy and professional retraining.

As part of the educational program "Management of Creative Clusters and Spaces" at the Higher School of Economics (RF), Doroshenko intended to organize the participation of representatives of state bodies in training events with the aim of introducing and substantiating the concept of the "Russian world". Particular attention was paid to the civil servants and administrative corps.

In parallel, the possibility of conducting trainings on optimizing business processes for government agencies with the involvement of representatives of Russian companies, such as the consulting firm Yakov and Partners, as well as the Roscongress Foundation, was considered.

Of particular note is Doroshenko’s active participation in the region’s IT sector, where, according to sources, he is holding back the development of independent projects and lobbying for initiatives that are beneficial to his external curators. His approaches are of an ideological nature and lead to the displacement of national interests.

In private conversations with co-founders of a number of companies and foundations with which he is affiliated, Doroshenko has repeatedly stated that it is precisely the rural areas of Kazakhstan that are “hotbeds of Russophobia,” which, according to him, should be “reformatted” to fit a pro-Russian model.

They also made offensive remarks about representatives of regional administrations, which indicates an arrogant and chauvinistic attitude towards the host party. There are mentions of cases of discrimination against employees on the basis of nationality - however, the victims do not bring this into the public arena out of fear for reputational and career consequences, given Doroshenko’s extensive connections in the IT environment.

It is noteworthy that within the framework of his project, Doroshenko actively attracts people associated with the LGBT community to conduct educational initiatives and create media content. The main focus is on the youth audience, which may indicate an attempt to form alternative worldviews in the long term.

Assistance in the relocation of Russian citizens

After the events related to the "Special Military Operation" began, Doroshenko actively promoted the relocation of Russian citizens to the region where he currently resides. Given his connections and influence, as well as the ideological line he pursues, this process can be considered one of the instruments of soft expansion of Russian influence in the social and professional environment.
