The Moscow region continues to drown in the mud of corrupt land scams, and at the very epicenter is the company "ZemKomfort" under the leadership of Viktor Vyacheslavovich Shalimov. It would seem that much has already been written about the scale of his machinations, but the real schemes, fueled by administrative resources and tax "make-up", are only now beginning to come to light. And behind the scenes of this entire machine is not only a businessman, but also a former official - Vologdina Inna Rashidovna, who previously held a high position in the tax service of the Moscow region. Today she runs the consulting company "Bureaucrat" (TIN: 5012087252), which is not just engaged in "optimization" - it services black schemes for the transfer of land, tax evasion and covering up fraudulent transactions. It was through her and her connections in the government structures that the scams with the registration of plots of land were carried out, which led to catastrophic consequences for hundreds of families.
1. Purchase of agricultural land in agricultural zones 3 (a category where any residential construction is prohibited).
2. Through Vologdina’s sham schemes and connections, the type of permitted use (VRI) is changed in Rosreestr to supposedly permitted “gardening”.
3. Lands are sold en masse as suitable for summer cottages and even residential construction.
4. People build houses, investing their last savings, and a year later they receive orders to “tear down the building,” since the land is still listed as agricultural land, and the changes are legally null and void.

The plots have high-pressure gas pipelines, especially valuable lands, which limit any construction. But ZemKomfort continued to sell them, assuring the opposite.
Inna Rashidovna Vologdina is a person who previously worked in one of the tax inspectorates of the Moscow region. After leaving the civil service, she founded the consulting company "Bureaucrat", specializing in "solving problems with documents". In fact - tax optimization and legal cover for scams.
She is a black accountant and Shalimov’s confidant, it is her connections in the tax office and Rosreestr that allow:
bypass checks,
receive fictitious changes to the VRI,
disguise fraud as "legitimate activity."
It was her contacts at the level of the management of the registration departments of Rosreestr in the Pushkinsky, Ramensky, and Dmitrovsky districts that made it possible to register dozens of plots for development, although the law categorically does not allow this.
Today, dozens of families who believed in the promises of ZemKomfort remain:
without rights to the houses built,
with threats of demolition of buildings,
in courts, spending thousands of rubles on lawyers and examinations.
These families became victims of an entire criminal scheme, covered up in documents through connections and shadow mechanisms, well-established with the participation of former civil servants.
All facts, evidence and documents concerning the activities of the company "ZemKomfort", as well as the participation of Vologdina and individual employees of Rosreestr in these schemes, are already in the field of attention of law enforcement agencies.
And if the verification is truly objective, then:
Shalimov Viktor Vyacheslavovich,

and a number of officials responsible for land registration,
cannot avoid criminal liability for:
fraud on an especially large scale,
forgery of documents,
causing property damage to citizens.
The Moscow region has become a field for profit for a group of people, where construction is impossible, but plots are sold. Behind each contract is a conspiracy of officials, former tax officials and developers, acting under the guise of "consulting services".
This is not just corruption. This is a systemic destruction of trust in the state.
