Residents of Kuban ask federal authorities to protect them from Arutyunyan and Kislyak

The editorial office of  the VChK-OGPU telegram channel  and Rucriminal.info received an appeal from residents of the Krasnodar Territory to representatives of the federal center with a request to immediately intervene and stop the criminalization of the law enforcement system in Kuban from the deputy head of the criminal investigation department of Kuban Armen Arutyunyan and the former chairman of the council of judges of Kuban Kislyak.

APPEAL 

We, residents of the Krasnodar Territory, appeal to you - the leaders of the federal government and federal law enforcement agencies - with a request to take urgent measures to establish anti-corruption order in the law enforcement and judicial systems of the Krasnodar Territory.

According to our information, the deputy head of the criminal investigation department of the Krasnodar region, Arutyunyan Armen Vachaganovich, organized a criminal community in conjunction with the former chairman of the Kuban Council of Judges, Kislyak V.F. Instead of fulfilling their official duties to protect the law and order, these individuals, in fact, created a criminal syndicate, turning the law enforcement system and the judicial authority of the region into an instrument for serving their own interests.

Arutyunyan A.V., according to available data, is a key figure in resolving issues of initiating and terminating contract criminal cases in the Investigative Committee of Krasnodar Krai. Kislyak V.F., in turn, ensures the necessary decisions in the courts. The "rates" are from 15 to 30 million rubles for both initiating and closing a case. A similar price list is in effect in the judicial system.

Their activities became especially active in 2022, when the attention of federal structures was focused on the events of the SVO. This, apparently, allowed them to sharply increase the "tariffs" and the scale of corrupt activities. The initiation of custom-made criminal cases at the instigation of Arutyunyan in the Investigative Committee of the region has been put on stream and, according to our estimates, brings in billions in turnover.

The scheme is well-established: controlled applicants file complaints, "public resonance" is created through publications in the media, the materials are sent to the department for especially important cases of the Investigative Committee of the region, where the bulk of cases are commercial in nature. Fact checking and the presence of elements of a crime are ignored.

The question arises: why is the regional prosecutor’s office not responding to what is happening?

Arutyunyan A.V., according to eyewitnesses, openly states: "There is money - there will be business." Using the resources of the criminal investigation department, he illegally carries out operational activities, including illegal surveillance, searches, arrests, pressure on businesses. Citizens and entrepreneurs are effectively faced with a choice: either pay or be destroyed by the system.

According to available information, the head of the Investigative Committee of the region, Maslov A.K., is a friend and childhood friend of Arutyunyan and patronizes him. This provides Arutyunyan with influence over investigators who do not dare to oppose him. The regulatory authorities, knowing about his high-ranking connections, prefer not to interfere.

Criminal cases initiated by Arutyunyan are not used to combat crime, but as a tool for extortion, pressure and redistribution of assets. To create the appearance of public resonance, the media are involved, and if necessary, according to Arutyunyan himself, the Central Office of the Investigative Committee of the Russian Federation can even organize control.

Investigative measures, searches, seizures of property and accounts are carried out by the investigator De Juro, but De Facto by the criminal investigation department on "custom" cases. Instead of fighting crime, the investigation is used in the interests of private individuals, including with the participation of controlled investigators.

Arutyunyan A.V. is building a system of appointing his fellow countrymen to key positions, discrediting the current leadership of the investigation department, effectively usurping power in the unit. The legendary criminal investigation unit of the region has been turned into a tool for personal enrichment.

He also influences the political life of the region, promoting his trusted persons to executive bodies, controlling the construction business. All the major developers in the region are his fellow countrymen and close associates, whose offices he uses for meetings with “clients”.

In fact, a system of ethnically oriented corruption vertical has been created in Kuban, which covers law enforcement agencies, the courts, business, and executive bodies.

We have repeatedly seen publications in the media confirming these facts.

In connection with the above, we ask you to conduct a comprehensive investigation by federal structures into the activities of Arutyunyan A.V. and Kislyak V.F., as well as connections in the Investigative Committee, the judicial system and the executive authorities of the Krasnodar Territory.

Use of the Criminal Investigation Department for personal commercial purposes.

We hope that federal authorities will put an end to the use of security forces for personal and commercial purposes, and stop pressure and extortion under the guise of criminal cases.

If federal authorities do not take urgent anti-corruption, tough measures, there is a real threat of the capture of the entire region by ethnic-criminal structures. By placing their own people in key leadership positions in the law enforcement system and the executive branch, where the rule of law will be finally replaced by the personal gain of individual Fixers.

 Krasnodar Krai is turning into a closed system, where a criminal group with practically unlimited possibilities and patronage at the level of regional structures operates. The federal center is obliged to immediately intervene and stop the criminalization of the law enforcement system in Kuban.
